中新天津生态城的城市治理研究

世界经济的全球化和人口快速增长、资源日渐枯竭以及环境明显恶化等已成为人类在21世纪生存与发展中所面临的严峻挑战。世界各国纷纷开展可持续发展理论研究和实践探索,生态城市已成为世界城市可持续发展的必然产物。文章依据城市治理理论,阐述了生态城市的治理目标,并结合中新天津生态城的治理实践,提出了中新天津生态城的城市治理结构和城市治理工具。     

发展低碳经济的法律体系及其构建

发展低碳经济是我国实现可持续发展的必然选择。发展低碳经济需要完善法律保障。尽管我国为发展低碳经济已进行相关立法，但与发达国家相比，仍存在一些不足。对此，我国发展低碳经济法律体系应合理设置低碳经济立法的基本原则；加快国家战略立法，适时推出低碳经济法；构建以能源基本法为核心的能源法律体系；加强财政金融立法，充分利用市场激励机制发展低碳经济；加强科技立法，促进低碳经济科技的创新；加强消费立法，促进低碳消费模式的形成。

房地产开发企业在经营过程中涉及大量税种,相关涉税会计账务处理内容复杂、账务处理难度较大,在实务操作中是一大难点。相关文献大都是从不同税种的角度进行阐述,不利于会计实务操作。本文分析了房地产开发企业的经营特点和其所涉及的税种,以及在项目设立阶段、发开建设阶段、商品销售阶段不同的账务处理。

Critical indicators for assessing the contribution of infrastructure projects to coordinated urban-rural development in China

It is widely recognized that the coordinated development between urban and rural areas can not only narrow gaps in infrastructure between urban and rural areas, promote balanced development in rural areas in terms of society, economy and environment, but is also an effective way to address issues facing agriculture, rural areas and farmers. In line with this, development of infrastructure projects has been an important means for promoting coordinated urban-rural development in developing countries (such as China). However, there is a lack of indicators that can be used to assess the contribution of infrastructure projects to coordinated urban-rural development. This paper thus attempts to present a set of critical indicators for evaluating the contribution of infrastructure projects to coordinated urban-rural development in the particular context of Chongqing, Western China.First, a list of optional indicators that are with potential for assessing the contribution of infrastructure projects to coordinated urban-rural development is presented based on examination on related project feasibility reports, official reports and literature. Then 42 indicators are identified from the optional list through a questionnaire survey. By using the data collected, the relative level of significance of each indicator is derived. Finally, an indicator system consisting of 19 critical indicators is established based on results of principle component analysis. The applicability and significance of the identified indicators for assessing the contribution of infrastructure projects to coordinated urban-rural development are discussed as well.

《新蒙古》月刊中所记之“外蒙古”

《新蒙古》月刊是面对日本侵略、民族危难，蒙、汉学人于1933年“百灵庙大会”之后，筹备创办的月刊杂志，宗旨是：剖析蒙古问题之实情，介绍国内外对于蒙古问题之研究，宣达中央处理蒙政之方案，揭露帝国主义侵略蒙古之真相，促成汉蒙民族之团结，以共致力于解放运动。《新蒙古》月刊以刊登有关内蒙古问题的文章为主，间或也刊载了不少与外蒙古相关的文章，这些文章是研究20世纪二三十年代外蒙古问题的重要史料。     

Asset opportunity for the poor: an asset-based policy agenda towards inclusive growth in China

The concept of inclusive growth recently embraced by the Chinese government marks a new way of thinking about social policy and development. The primary goal of inclusive growth is to ensure that all people, especially the poorest, have an equal opportunity to participate in, and benefit from, the country's economic growth. In accordance with the new orientation of development strategies, there has been a paradigm shift in social policy from conventional income maintenance to promotion of the poor's asset accumulation and long-term development. Given China's striking social and economic inequalities, this article argues that an asset-based social policy is a key strategy in the strengthening of inclusive growth. The article highlights several areas of the welfare system where asset-based policies could be developed or expanded.     

Healthy Sexual Development: A Multidisciplinary Framework for Research

ABSTRACT

A group of Australian researchers from a range of disciplines involved in studying children's sexual development developed a framework for researching healthy sexual development that was acceptable to all disciplines involved. The 15 domains identified were: freedom from unwanted activity; an understanding of consent; education about biological aspects; understanding of safety; relationship skills; agency; lifelong learning; resilience; open communication; sexual development should not be “aggressive, coercive or joyless;” self-acceptance; awareness and acceptance that sex is pleasurable; understanding of parental and societal values; awareness of public/private boundaries; and being competent in mediated sexuality.
